Police inspector Raj Shekhar Azad (Sunny Deol) successfully nabs terrorist Wasim Khan (Mukesh Rishi), locking him away in a specially built prison. But Wasim mocks his captor, boasting that he could still make anything happen anytime he wants it to. Raj sets a trap for the terrorist's sympathizers and nabs a business tycoon (Danny Denzongpa) who proves almost as difficult to control as Wasim himself.
