In this thriller, whistle-blower Huang Huo-to (Tony Leung Ka Fai) finds the courage to report corruption in the police department and is punished by being demoted to a job as a foreign liaison officer. His fate quickly changes when he's asked to help FBI agent Kevin Richter track down a serial killer with a ghoulish trademark. Can they stop him before he kills another helpless soul?
