Biologically engineered soldier Tsui Chik (Jet Li) is the leader of Squad 701, but when the government shuts down the project because of the mental instability of the group, Tsui turns over a peaceful new leaf and goes to work in a library. But the old life pulls him back in when his former cohorts, led by psychotic Cmdr. Hung (Kong Lung), start killing people in an attempt to take over Hong Kong's drug trade.
