Joe Jinno (Kane Kosugi) is a law enforcement official who's getting close to taking down an organized crime ring that's been dispensing large doses of a lethal new substance known as Blood Heat into the streets. While Joe's working on a hot lead, his partner is murdered, and Joe suddenly finds himself struggling for his own life in an underground fighting challenge. He emerges battered, but with a strengthened need to exact justice.
