Police pilot Frank Murphy (Roy Scheider) gets chosen to test a high-tech surveillance helicopter. While flying the chopper, Murphy and his partner, Richard Lymangood (Daniel Stern), discover the craft is designed to facilitate a government plot against civilians. Sinister Col. F.E. Cochrane (Malcolm McDowell) will stop at nothing to keep the conspiracy a secret in this slick, action-packed melodrama directed by John Badham.
