After cold-blooded hit man Makoto (Sonny Chiba) escapes from prison, he unleashes his revenge on the ones who put him away -- an elite corps of special-crimes agents headed by Eddie Cook (Robert Davi) and Vinnie Rizzo (Steven Bauer) -- with the help of his equally bloodthirsty partner, Sybil (Brigitte Neilson). As the body count rises, Cook and Rizzo race against the clock to stop the massacre before its too late.
