Cesar Montano stars as Chavit Singson, the Filipino politician and governor of the Ilocos Sur province who sparked a revolution when he was alleged to have given president Joseph Estrada a 400 million peso payoff in October 2000. The film also stars Eddie Garcia as congressman Floro Crisologo, Tommy Abuel as Chavit's father, Jose, Tirso Cruz III as Bingbong Crisologo and Clavel Vendaña as Imelda Marcos.
