A madman has taken over the city's largest building, and 50,000 innocent citizens are helpless inside. The only group that can save them is a band of criminals who are working for the good guys to help catch their fellow convict. To ensure that the hired crooks don't join forces with the lunatic at large, each one has been strapped with a neck brace rigged to explode if they make a false move or fail to rescue the captives within 24 hours.
