After being forced to retire because of health problems, Boston policeman Pally LaMarr (Kiefer Sutherland) becomes an unsuspecting pawn in a moneymaking scheme cooked up by his stepbrother, Ray (Anthony LaPaglia), who's a small-time crook. When he goads Pally into purchasing a racehorse with lucrative payoff potential, the wayward cop ends up on a collision course with the mob in this direct-to-video crime drama.
