In this thriller based on a novel by Jeffrey Deaver, no-nonsense FBI agent John Potter (James Garner) must negotiate with three escaped convicts who've commandeered a school bus full of deaf students and their teacher (Marlee Matlin). Compounding the problem is the fact that Potter has lost hostages before -- along with the public's faith in his negotiating abilities.
