Escaped convict Shiva (Dharmendra) wanders into a small town that's been terrorized by bandits, where he's attacked by grieving villagers who mistakenly believe he's responsible for the death of their beloved local protector, Dina Nath. Shiva miraculously survives the beating, prompting some of the townspeople to think he's the reincarnation of Lord Shiva sent to save their community, a role he's only too happy to play.
