When police detective Jack Flinder (Billy Zane) and his partner, Art Cantrell (Tom Mason), investigate a series of suspicious fires, they come too close to the truth. As a result, Cantrell winds up dead. Flinder then teams up with Lisa Cates (Kristen Minter) -- Cantrell's girlfriend and a witness to his murder -- in pursuit of the killer. When the investigation leads to the top ranks of his own department, Flinder doesn't know who he can trust.
