John Tucker (David Carradine) is the most feared of the C.O.P.S. (Civilian Operated Police State); as leader of the city's "future force" (crime is rampant and real cops are useless), he's an unstoppable bounty hunter. But when corruption is exposed within the organization, Tucker uses his bionic cannon to mete out his own brand of vigilante justice. What's more, he's the city's only hope for protection from its own band of mercenary killers.
