By the river Ganga lies the imaginary town of Tejpur in Bihar. Amit Kumar (Ajay Devgan), the new superintendent of police in Tejpur, deals with several colorful characters: the uncrowned emperor, Sadhu Yadav, and his debauched son Sundar; the self-righteous journalist Rabidas; the policemen who close their eyes to crime; and the beedi-smoking corrupt DSP Bhurelal. What is just? That's Amit's dilemma, and there are no easy solutions.
