Cité Soleil, a dangerous slum outside of Port-au-Prince, Haiti, harbors the city's deadliest gangsters, as evidenced in this documentary that focuses on the end of Jean-Bertrand Aristide's regime and tells the tale of sibling gangsters Bily and 2Pac. Along with other young men, Bily and 2Pac patrol the streets as chimères (ghosts), armed and ready to enforce Aristide's orders in a seemingly lawless land.
