Scott Anderson (Stephen Baldwin), the head of a radical environmentalist group, is arrested when a chemical plant mysteriously explodes. But the bombings continue while Scott is in jail, and he begins to suspect that the loose cannon of his organization, Jeremy O'Brien (D.B. Sweeney), is responsible. Now, ATF agents Tom Bradshaw (Tom Skerritt) and Ashley Pryor (Kelly Rowan) must look to their former suspect to help put a stop to the carnage.
