Dr. Lorca (Michael Citriniti), an eccentric collector of biological oddities, has just "acquired" his greatest specimen: a horrible mutant born of noxious waste. The good doctor is ecstatic, knowing this addition to his collection will put him ahead of his rival, Napoleon Lazar (Mel Johnson Jr.). Determined to obtain the specimen any way he can, Lazar hires a private eye (Gerard O'Donnell) to help him.
