In this action film that takes place in an alternate history of Japan, Constable Fuse is part of an elite Special Forces unit that maintains peace during a time of civil unrest, and battles guerrillas deep within the underground tunnels of the city. There, Fuse encounters a young girl armed with explosives who kills herself and injures Fuse. Sent for retraining, Fuse attempts to solve the mystery of why the girl's image continues to haunt him.
