Los Angeles police Capt. Elsworth (Dennis Hopper) must deal with overeager new cop Sam Steele (Marc Singer) after he disobeys orders and turns a bank heist into a deadly shootout trying to be a hero. While Elsworth ponders how to discipline Steele, the rookie uncovers the dirty laundry of a corrupt police lieutenant (Michael Madsen) and his crew. Steele takes a bribe to keep mum -- but the graft won't stay hidden long.
