In this courtroom comedy set in 1899 China, Chan (Stephen Chow) is a smart lawyer and a great practical joker, but his assistant (and frequent victim), Foon (Eric Kot), has had enough. He heads to Hong Kong but immediately finds trouble on the island, which has just fallen under British rule. Chan rushes to his aid but can't play it straight long enough to get them out of trouble, forcing his wife (Karen Mok) to try to save them.
