Based on Dmitrii Merezhkovskii's 1908 novel, this film chronicles the tragic story of Tsar Pavel I (Viktor Sukhorukov), who ruled Russia from 1796 to 1801. Pavel worries about the suffering of his poorer citizens and voices his desire to rule without coercion. His sympathetic stance toward the masses angers nemesis von Pahlen (Oleg Iankovskii), who turns the ruler's son against him, inciting a conspiracy that results in Pavel's assassination.
