A government project to create the perfect humanoid killing machine goes awry. With his superior physical and mental powers, the test subject (Victor Browne) is far stronger than a normal person -- so strong that when he escapes captivity, former Black-Ops officer Evan Mink (Judge Reinhold) has to race against time to stop him before he causes catastrophic damage.
