Vietnam Veteran Jesse Palmer (Lawrence Hilton-Jacobs) discovers that his ex-commanding officer, William Whelan (Lance Lindsay), has become a crooked senate candidate who's conspiring to turn over part of the U.S. government to terrorists. When some of Palmer's friends on the street start to get killed, it gets personal -- and Palmer sets out to single-handedly expose the corrupt politician before he wins the election.
