Rudy Guiliani (James Woods) was the "law 'n' order" mayor of New York as the 20th century came to close. In his single-minded zeal, he made the city's seedier neighborhoods safer while incurring the wrath of minorities and artists. Guliani's mayoral term ended with the events of September 11, 2001, when he rose to the challenge and led the city through uncertainty, fear and chaos with honesty and dignity. Co-stars Penelope Ann Miller.
