The SCAR unit, led by Lt. Devon (Chazz Palminteri), uses ruthless and corrupt tactics to eliminate dangerous criminals. But it's only a matter of time before new recruit John Trace (Stephen Baldwin) discovers the group's cold-blooded intentions. He protests by fleeing with Candy (Tia Carrere), the nightclub singer and prostitute he saved in a deadly raid of a mobster's house. Now, the pair are on the run as targets of the cops and the mob.
