Bela Lugosi stars in this 15-episode serial as Victor Poten, a madman hired by underworld San Francisco businesswoman Sonya Rokoff (Luana Walters) -- aka the Dragon Lady -- to terrorize Chinatown so she can consolidate her power. But as the criminal partners narrowly escape a variety of nefarious traps, bombs and street fights, reporter Joan Whiting (Joan Barclay), police captain Walters (Forrest Taylor) and others close in on the crooks.
