After five children are abducted and murdered in a single day, Detective Ed Delong (Dennis Hopper) is assigned the case. With no leads to go on, he puts playgrounds under surveillance in hopes of catching the child snatcher in the act. Meanwhile, frustrated by the slow pace of the investigation, Mayor Hackett (Elizabeth Shepherd) decides to go outside the law to track down and eliminate the perpetrator.
