All hell breaks loose when a terrorist gains entry into a chemical weapons lab, steals a highly poisonous substance and abducts a congresswoman. The military sends out its troops to catch him, but the combined power of the Air Force and the Navy fails to nab the deranged criminal. The only hope: former Secret Service Agent Ryan Cooper (Jerry Trimble). But is he up to the task? Or has he lost his touch?
