After being put in charge of one of America's busiest waterways, ham-fisted Ensign Thomas Garland (Robert Morse) finds himself up against three inept jewel thieves who unintentionally dump their booty into the bay. Navigating one mishap after another, Garland takes the wind out of the trio's sails when they hatch a plot to recover their ill-gotten gains. Co-stars Stefanie Powers, Phil Silvers and Wally Cox add to the levity in this Disney comedy.
