In 1850s England, chimney sweep Tom is blamed for a crime he didn't commit. A rich girl named Ellie knows the truth and tries to help Tom, to no avail. When he attempts to escape, he falls into Dead Man's Pool, and everyone's convinced he's a goner. Instead, he's underwater in the world of the Water Babies, where he asks the powerful Cracken for help clearing his name. James Mason lends his voice to this animated classic.
