An all-powerful government agency has big plans for Harlin Garret (Jeff Wincott), who's spent his life as a hired gun for organized crime. After a mob "accident" nearly kills him, Garret is nursed back to health and propelled into government service to take out a group of scientists before they reveal that AIDS was created to control the population. But a fetching female doctor (Terri Hawkes) could divert Garret's attention from the task at hand.
