When a young girl (Daveigh Chase) witnesses a brutal robbery-homicide, criminal psychologist Dr. Julie Craig (Kristy Swanson) and her ex-boyfriend, detective Steve Banks (Vincent Spano), are brought in to protect her and help her identify the murderer. But when the FBI becomes involved in the case, Julie and Steve begin to realize that their young witness is at the center of a dangerous and complex political conspiracy.
