In this sharp military satire, Lt. Col. James Burton (Cary Elwes) is assigned to oversee the development a troop transport vehicle, which, he soon discovers, has been 17 years in the making at a cost of billions of dollars. What's worse, it 's seriously flawed. Concerned about the excessive development costs and safety issues, Burton launches an investigation but is hindered at every step by his commanding officer (Kelsey Grammer).
