Billionaire Robert Terrell's (Treat Williams) weather experiments are causing catastrophic natural disasters. But he refuses to halt testing, leaving scientist Jonathan Kirk (James Van Der Beek) with only one option: expose Terrell's covert project. Kirk turns to reporter Danni Wilson (Teri Polo), but the two soon discover that Terrell has key military officials behind his technology -- and the power to devastate is exactly what they're after.
