Gen. David Petraeus and other top military leaders explain how they developed an important strategic shift and why the Surge, as it is known, can be counted as a success, but not an unqualified one. In 2007, with the conflict in Iraq spiraling out of control, President George W. Bush announced plans to send five additional brigades to the country's most turbulent areas. The goal: flood the war-torn region with troops and restore order.
