Defiant Los Angeles police officer Mark Goddard (C. Thomas Howell) watched in horror as his entire family was murdered when he was just a young child. Determined to get back at those who wronged him, he joins Justice Incorporated -- a top secret, borderline-illegal police force -- as an undercover agent. Known as the Sweepers, Mark and his cohorts take over when the justice system fails. But will the job kill him in the process?
