Four police officers (Tony Leung Chiu-Wai, Felix Wong, Andy Lau and Kiu-Wai Miu) are determined to bring down a drug czar named Fong (Kenneth Tong). But Fong lucks out when he's caught in a bust by another police officer (Ka-Yan Leung), who lets him go when he realizes they're related. In frustration, the cop quartet decides to steal $1 billion from Fong's stash of drug money and go on a spending spree -- but now Fong is out for revenge.
