Enormous tidal waves are destroying Pacific islands and coastlines, and it's soon apparent that these are no natural phenomena. When arms expert John Wall (Corbin Bernsen) and oceanographer Jessica Weaver (Julianne Phillips) are summoned to investigate, they discover that the aberrant storms are the product of a demented terrorist's tinkering -- and that his next target is Southern California. Can they stop this maniac from creating more nasty weather?
