In 1890s New Orleans, James Houston (the reptilian Christopher Walken) runs the city's biggest cotton export business. The ruthless Houston concocts a plan to wrest control of the docks from the Italian émigrés, but top cop David Hennessy (Clancy Brown) nixes the scheme and pays with his life. In an illustration of xenophobia trumping justice, nine Italian merchants stand trial for the killing in this fact-based, Home Box Office film.
