Keiko Nakadai has long labored in obscurity at a local television station but gets her big break when she's asked to substitute for regular weather girl Michiko Kawai. During the broadcast, Keiko flashes her panties for all the viewers to see, and her brazen stunt leads to soaring ratings -- and a permanent job as the weather forecaster. But Michiko isn't about to give up her post without a fight in this amusing anime tale.
