Cult director Tim Ritter delivers a gory sequel to Truth or Dare, which introduced audiences to serial killer Mike Strauber. Police officer Dan Hess begins to suspect his good friend Gary could be responsible for a string of brutal slayings around town that seem to be targeting the naughty. The fact that Gary is Mike Strauber's cousin -- and that his behavior has been noticeably erratic -- doesn't do much for his alibi.
